Fish and Wildlife Service - Habitat Conservation

The purpose of the Habitat Conservation Program is to protect, conserve, and restore our Nation's fish and wildlife resources. Through technical assistance and grant funds, the program helps private landowners address and reverse declines in Federal trust species by identifying, protecting, and restoring habitat.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program has generally achieved its annual performance goals since 2004. However, long-term measures were only recently established during the PART process. The annual achievement of restoring wetlands will help contribute to the long term goal of increasing the percentage of migratory birds that are at healthy and sustainable levels.
  • While some components of the program have been positively evaluated by independent entities, they have not sufficiently provided comprehensive information on the effectiveness of the entire program. An evaluation process to capture information on the entire program, either in one evaluation or in multple evaluations needs to be developed.
  • The program uses strong financial management practices, and holds Federal managers and program partners accountable for cost, schedule, and performance results. However, the program needs to work towards a more performance-driven budget where achieving specific performance goals determines how much funding is necessary rather than estimating what can be achieved with a specific amount of funding.

We are taking the following actions to improve the performance of the program:

  • Institutionalizing long-term outcome and annual output measures and developing a schematic and explanation of the relationship between the specific annual measures and the long term measures.
  • Initiating independent, comprehensive evaluation(s) to identify areas of strengths, weaknesses, and opportunities for improvement and meet PART criteria for scope, quality, and independence.
  • Developing a performance-based budgeting process.
