Homeland Security Operations Center

Homeland Security Operations Center (or NOC) provides the Department of Homeland Security with a 24x7 Command, Control, Operations function. This is the primary hub for operational communications, information sharing and situational awareness for all information pertaining to a domestic terrorist or disaster incident.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The Department of Homeland Security has successfully established the Homeland Security Operations Center. A functional center is currently operating at the Department's main headquarters. Thus far, the Operations Center has focused its resources on acquiring operating systems and personel. The Operations Center has also done well to collaborate with Federal and non-Federal partners.
  • The Homeland Security Operations Center has yet to establish meaningful annual or long-term performance goals. As the Center continues to mature, management should focus on such goal in order to better evaluate its programs and activities.

We are taking the following actions to improve the performance of the program:

  • Developing meaningful annual and long-term performance goals.
  • To date, the Homeland Security Operations Center has relied on output measures to track performance. As the Center matures, program managers will develop outcome measures to improve performance.
