Federal Energy Management Program

This program promotes energy efficiency and the use of renewable energy resources at Federal facilities to help save energy and money and demonstrate Federal leadership. It provides technical assistance and training to Federal energy managers and prepares reports on Federal energy use and management.

What This Rating Means

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has shown progress toward achieving its long-term goal of reducing energy intensity (energy used per square foot) in Federal facilities. The program has had a significant effect on reducing Federal energy intensity, as do other factors such as new Federal building construction, military base closures, and greater use of the existing building stock.
  • The program's old annual measures did not appropriately assess whether the program was making progress toward its long-term goal. The program developed a new annual measure to assess expected energy savings from its activities, and developed retroactive and current annual targets based on the long-term goal.
  • The program relies heavily on contractors and national laboratories for planning and strategy development. A recent peer review suggested that program staff should take more responsibility for these activities.
