Broadcasting in Arabic

The Broadcasting Board of Governors promotes freedom and democracy and enhances understanding through multi-media communication of accurate and objective news and information about the US and the world to Arabic-speaking audiences by the Middle East Broadcasting Networks (MBN) and Radio Free Europe/Radio Liberty (RFE/RL).

Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program is effectively increasing its target audience. The total audience for BBG Arabic broadcasts has grown from 25.6 million in 2004 to 42.9 million in 2007. Having a growing population choose to tune in to BBG's programs is the most important and quantifiable measure of success. Increased audience is a reflection of achieving annual goals for program quality and audience awareness.
  • The program demonstrates improved efficiency and cost effectiveness. Alhurra Television's costs have dropped from $8.66 per viewer in 2004 to $2.20 in 2007. Changes in cost may be due to a combination of factors including increased audience size and efficiencies in program development and/or delivery. Start-up costs for Alhurra also impacted the cost-per-viewer in 2004.
  • The program links BBGs Strategic Plan to its annual performance plans and links BBGs implementation strategies to annual goals for each Arabic broadcasting entity. The Middle East Broadcasting Network is also implementing a comprehensive strategy to support the mission of providing objective and accurate news and information to the people of the Middle East about the region, the world, and the US.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Revising BBG strategic plan to build on a market-based approach to broadcasting to reach audiences in their preferred media w/programming tailored to their needs, and to support US strategic interests
  • Implementing a new long-term outcome performance measure that assesses the credibility of BBG radio and television programs in Arabic. Audiences will regularly tune in to broadcasts they can trust.
  • Designing and implementing more long-term measures that align with BBG's mission to promote freedom and democracy by broadcasting objective news about the US and the world to Arab-speaking audiences.
