National Highway Traffic Safety Administration Grant Program

The National Highway Traffic Safety Administration Grant Programs provide grants to every State, Territory and Indian Nation. Grant recipients fund a wide range of highway safety programs including but not limited to occupant protection, alcohol impaired driving, traffic safety information systems, and motorcycle safety.

PERFORMING
Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program has strong performance accountability practices. The program has instituted procedures linking State performance and the award of incentive grants to States based on established criteria. Agency oversight of State programs is evidenced by regularly scheduled monitoring visits, Management Reviews, and other assessments by the program and external evaluators and auditors.
  • The general trend of data demonstrates that the program is showing progress towards meeting Agency Performance Goals, with the exception of motorcycle fatalities, which have risen for the 9th consecutive year. Motorcycle rider fatalities now account for 11 percent of total fatalities, which tends to offset improvements made in other traffic fatality categories.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Continuing to encourage States to apply annually for grant funds which can be utilized to reduce motorcycle fatalities and injuries.
  • Enabling States, through Section 408 grants, to promote effective use of vehicle registration and rider licensing files to identify individuals likely to operate a motorcycle without a proper license
  • Providing funding to States through Motorcycle Safety Incentive Grants to train motorcycles and educate the public on motorcycle awareness.
