Refugee Admissions to the US

The program provides refugees of special humanitarian concern to the US the opportunity to resettle in the United States. Through non-governmental organizations and international organizations, the program assists refugees through the overseas admittance process as well as through acclimation to life in the US.

PERFORMING
Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program is well managed and has a clear purpose. Since 2004, a number of steps have been taken to improve performance including strengthening the strategic planning framework, adding an efficiency measure, and consolidating transportation activities to reduce costs.
  • The program sets ambitious performance targets and has made progress toward long term and annual goals. In 2005, over 53,800 refugees were resettled in the United States with the assistance of this program, an increase of 1.5 percent over 2004.
  • The program is continuing to stabilize operating costs, understanding that external factors greatly affect the program's performance. The budget request is determined nearly a year before the President establishes the refugee admissions ceiling, creating difficulty in aligning the budget request with the Administration's goals.

  • Working more closely to align the budget request with the establishment of the annual ceiling for refugee admissions.
  • Reflecting President's commitment to sustain the US Refugee Admissions Program via funding through the FY 08 budget request.
