Overview

 

The Federal Explosives Licensing Center (FELC) is responsible for reviewing and acting upon applications for the various types of Federal explosive licenses and Federal explosive user permits. FELC ensures that the applications are processed and perfected in a timely fashion in accordance with ATF Regulations 27 CFR part 555 and adhere to mandates set forth in the Safe Explosives Act (SEA) of 2002. The mission of the FELC is to ensure that explosive license/permit applications are completed in accordance with established Federal explosive regulations in an effort to prevent terrorism and protect the public from criminal acts.

 

The FELC is the official repository of explosives inspection reports. FELC personnel maintain the FLS database for explosives and frequently provide certifications to ATF special agents concerning investigations regarding an FEL’s licensed status.
