Cochran Fellowship Program

The purpose of the Cochran Fellowship Program (CFP) is to assist eligible countries to develop their agricultural systems and to strengthen trade links with the U.S. CFP provides U.S.-based training for agricultural specialists concerned with trade, agribusiness, management, policy, and marketing.

  • Overall, the Cochran Fellowship Program operates adequately. The program has a role in the overall effort to enhance technical capacity throughout the international agricultural sector in order to facilitate international trade and reduce the limiting factors in the economic development of middle-income and countries in transition.
  • The program should continue to work towards achieving its annual and long-term performance goals.
  • It is unclear to what extent the program's agricultural training can be linked to specific significant results. FAS should continue to improve upon its efforts to address deficiencies in tracking the impact of training and the activities of Cochran alumni.

We are taking the following actions to improve the performance of the program:

  • Developing outreach to Cochran's alumni relations and improving information management tools to better monitor the impact of alumni within their respective countries.
  • Improving Cochran's ability to measure the influence of training on knowledge and skills by revising evaluation instruments.
  • Improving Cochran's cost-efficiency performance by reducing costs related to orientation, translation and staffing.
