Ocean, Coastal, and Estuary Protection

The purpose of EPA's Oceans and Coastal Protection Program is to address threats to U.S. ocean and coastal ecosystem health. It works to control water pollution from both land- and marine-based sources, such as vessels, through a combination of voluntary and regulatory activities.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program collaborates and coordinates with other related programs to focus ocean and coastal protection and restoration efforts. For example, the program works with the National Oceanic and Atmospheric Administration, U.S. Fish and Wildlife Service, and U.S. Geological Survey to assess coastal health. It also works closely with States, tribes, and nonprofits.
  • Grant agreements do not commit or link grantees' activities to EPA annual and long-term goals.
  • Some program activities lack adequate long-term and annual measures.

We are taking the following actions to improve the performance of the program:

  • Developing an annual performance measure for the Ocean Dumping Program.
  • Developing an additional performance measure for non-estuary program activities.
  • Developing more ambitious targets for the National Estuary Program's annual and long term measures on habitat acres protected and restored.
