The program develops and deploys advanced programs and systems to ensure the safe and secure transport of passengers and property in air transportation.

Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • TSA should improve improve methods to evaluate risks and vunerability in the air transportation system as it relates to air cargo.
  • The program has recently developed interim long-term and annual measures to measure program effectiveness. However, due to data limitations, the program is unable to measure the risk reduced as a result of implementing program objectives.
  • Work remains to close security loopholes, including improving screening efforts and refining procedures to approve indirect air carriers. The program has developed a strategic plan and is deploying a new security screening system, both of which are steps in the right direction.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Improving methods used to evaluate risks and vulnerability in the air transportation system through the "Freight Assessment System." TSA willl fully deploy this system in 2008.
  • Developing a new long-term outcome goal that measures risk reduced as a result of implementing program objectives for the 2008 Budget.
  • Deploying a new pay-for-performance system to hold federal managers accountable for cost, schedule, and performance results.
