Bureau of Indian Affairs - Tribal Colleges

About 1.6 million Native Americans live on or near Indian reservations with limited access to post secondary schools. To provide greater access to educational opportunities the program provides operational grants and scholarships to 25 Tribally Controlled Colleges and operates two additional Tribal community colleges.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program has a clear purpose. The objective is to provide comprehensive, high quality, higher education that is financially and geographically accessible to Native Americans.
  • Performance measures for Tribally controlled colleges are not matched with measures of traditional colleges or accrediting organizations. Common measures would ease Tribal College reporting burdens by eliminating duplication and allow achievement comparisons between Tribal and non-Tribal colleges for management purposes.
  • The program lacks comprehensive independent program evaluations. While accrediting associations review the quality of the education provided the program they have not evaluated the effectiveness of its scholarships or operating grants. It also has not assessed the operation of the two Federally operated community colleges.

We are taking the following actions to improve the performance of the program:

  • Using the incorporated common performance measures -- those used by non-Tribal community colleges and accrediting associations -- to better compare academic performance and management of the program.
  • Encouraging Tribes to collect information in support of the new performance measures.
  • Scheduling independent program evaluations to better manage and report on the program.
