Family Self-Sufficiency Program

Public housing agencies compete for grants to fund Family Self-Sufficiency (FSS) Coordinators to work with welfare agencies and local partners to develop a comprehensive program that gives participating family members the skills and experience to enable them to obtain employment, build assets, and leave cash assistance.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • This program creates an incentive for people to go back to work which they would not have if they were simply receiving Federal housing assistance without the program. Participants who work do not have their rent increased, but have the extra income put into escrow to be returned upon program completion.
  • It is unclear if the program is in fact achieving positive results as the program office has changed outcome measures each year and never established baselines by which to benchmark the program's results.

We are taking the following actions to improve the performance of the program:

  • Establishing and maintaining annual goals regarding earned income and graduating rates.
  • Re-focusing the program's activities back to the stated purpose of increasing earned income and self-sufficiency of partcipants rather than homeownership.
