School Breakfast Program

The School Breakfast Program provides nutritious breakfasts to safegaurd the health and well-being of the Nation's children and encourage them to eat healthy foods grown and produced in the U.S.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • School Breakfast participation is positively associated with improved nutrient intakes. Participants have higher intakes of food energy, calcium, phosphorous, and vitamin C and are more likely than nonparticipants to consume fruit and milk both at breakfast and through the day.
  • The program has made progress in improving the nutrient content of meals. Between 1992 and 1999 total fat in school breakfasts decreased from 31% of calories to 26% of calories and saturated fat decreased from 14% to under 10% of calories.
  • The program does not have a reliable measure of the level of erroneous payments in the program and it does not have an efficiency measure.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Focusing on improving the nutritional content of meals and reducing the level of fat and saturated fat in meals.
  • Encouraging participation of high poverty schools in the School Breakfast Program through new program regulations.
  • Implementing new provisions to improve the certification process for determining eligibility for meals and develop a program efficiency measure.
