Comprehensive School Reform

The program provides schools with funding to implement comprehensive school reforms, grounded in scientifically based research and effective practices, that will help enable children improve their academic achievement. The program focuses on schools that are failing to meet their student achievement goals.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The purpose of the CSR program is redundant with Title I of the Elementary and Secondary Education Act, which also provides funds for comprehensive reform. Data gathered for the National Longitudinal Survey of Schools during the 2000-2001 school year showed that a large number of Title I schools already are implementing research-based school reform models in the absence of CSR funds.
  • The program has good performance measures and clear targets, including poor-performing schools that turn-around and meet their reading and math achievement goals.
  • The program is well managed; for example, it has a comprehensive data-collection system, and uses data to improve program management.
