Troubled passage: the labor movement 
and the Fair Labor Standards Act

Served in the labor movement for 40 years, and was Deputy Under Secretary for International Labor Affairs at the U.S. Department of Labor for 3 years. He is currently a Senior Fellow at the National Policy Association.



Historical events show that oppositions  within the labor movement had prolonged passage of legislation relating to minimum wages and maximum hours, contained in the Fair Labor Standards Act of 1938
