Subject: Firm Quote and Trade-Through Disclosure Rules

     
To whom it may concern:
     
I am vociferously opposed to this proposed rule change, for the obvious reason 
that it steers orders into the hands of buyers/sellers who are not offering the 
best price.  The proposal is an outrage.
