Regarding naked short trading, which is the counterfeiting of securities, I do not see the problem of trying to figure how to stop it.
It should be figured the same as the counterfeiting of 100 dollar bills, and I assume most all would be given a long prison term for the counterfeiting of money.
I think the SEC is wasting to much time on this, put out the notice of automatic prison terms for any security manipulation, period.
With the internet informing people now, that the major news media will not cover, its time agencies in the Federal Government take this into account when making regulations that are not effective.
How many years now since naked short trading has been allowed?
