Does anybody involved with all the rule making, ever read Montesquieu's "Spirit of Laws", written in 1748? They could get the basic, unleavened stuff if they did, including comments upon bad laws and how much damage they do.
The reference is in the 1952 Brittanica Great Books Series, Book No. 38.
