Transportation Conformity Rule: PM2.5 and PM10 Amendments (signed May 2009)
This proposal would amend the conformity regulation in light of the October 17, 2006 final rule that strengthened the 24-hour PM2.5 air quality standard and revoked the annual PM10 standard. The proposal also addresses a court remand concerning hot-spot analyses; this portion of the proposal applies to PM2.5 and PM10 and carbon monoxide nonattainment and maintenance areas.Current Laws and Regulations

- Transportation Conformity Regulations (PDF) (47 pp, 398K, EPA420-B-08-001) This document contains complete transportation conformity regulations and reflects all transportation conformity rulemakings promulgated by EPA as of Jan. 9, 2008, including the SAFETEA-LU final rule.
- EPA has published rule amendments in the Federal Register since transportation conformity was enacted as part of the 1990 Clean Air Act. These rulemakings include preamble text explaining rule provisions that remain in effect today.
- EPA and the U.S. Department of Transportation have issued a number of guidance documents that provide additional information on implementing the conformity regulations.
