I hope your organization will do it's duty and protect the public from the crooks operations just within the fringe of the law. I beleive the law protects both ways and smarter lawyers will always devise a way to skirt the law. I would you enforce the regulation SHO to the full measure. There are so many times I have invested with well known stocks or mutual funds where the make a change (advantage Broker) and I have lost big time . just to have a comment from the broker that they are saving me money.
PLEASE take the CROOKS to Court.
