March 2009
AFRH Long Range Financial Plan for FY09-18 is completed projecting how the Trust Fund will remain solvent as AFRH implements the Scott Project and stands up the new Gulfport facility.

In Stage 2 of the Design Excellence procedures the GSA selection panel interviewed the four short-listed Bridging Architect firms and ranked the firms. The highest ranked firm will prepare a proposal based on the bridging design AE scope of work. The GSA anticipates awarding the Bridging Design AE contract by June 30, 2009.

Proposals from firms to work as the Construction Manager (CM) were due in March. The CM panel short-listed the most qualified firms.

Mr. Cox presented the FY 2010 budget to Congress to request the $70 million from the Trust Fund for capital improvements for the Scott Project.

February 2009
In Stage One of the Design Excellence procedures the GSA and AFRH selection panel reviewed the AE portfolios and short–listed the most qualified firms for the position of Bridging Architect for the Scott Project.

January 2009
GSA and AFRH met with National Capital Planning Commission (NCPC) and NCPC agreed that proceeding with the Scott Project doesn’t require amendments to the Washington Master Plan.

December 2008
GSA begins the process to procure the Bridging Design Architect-Engineer (AE) using GSA’s Design Excellence procedures.

October 2008
Vitality Plan completed on 995 AFRH residents to assess levels of care and needs for services. Data helps shape the concept design for the new construction.

August 2008
AFRH and the General Services Administration (GSA) signed a Memorandum of Agreement (MOA) that defined the roles and responsibilities of the ARFH and the GSA for the Scott Project. GSA’s project scope includes demolishing the Scott Building and replacing it with new construction of a Commons building and a Healthcare building.

Drafts of the resident profile, program of requirements and conceptual designs for renovations were submitted by the contractors to AFRH for review. Additionally, concepts for the redistribution of heating and utilities affected by the Master Plan were submitted for review.

July 2008
National Capital Planning Commission (NCPC) reviewed the final master plan and transportation management plan for AFRH, approving Zone A and returning Zones B and C to the AFRH Zone.

May 2008
Initial design conferences begin with AFRH-Washington managers.

April 2008
Contract awarded to Intec to study and present options for renovating Scott. Report due in early fall.

February 2008
Mr. Cox presents the FY2009 budget with the request for $5 million plus for planning and construction management for the Scott renovation.

January 2008
AFRH managers hold an initial brainstorming session to discuss the strategic movement of services and residents involved in renovating the Scott Building.

AFRH management team conducts informational meetings with members of the AFRH-Washington Resident Advisory Council.
