Abstract:
The original data set consisted of a merge of 56 Colorado 1:100,000 scale land ownership maps that were digitized at the FWS. The hard copy maps/source materials were provided to the FWS by the BLM Colorado State Office. Data was originally obtained by the BLM is USGS DLG format. Individual quads were imported into the Automated Digitizing System (ADS) and reattributed using the most current source material at the time of conversion. Time was around 1994. At this time the BLM Colorado State Office was still on the Prime computers and this was where the data set resided in a converted MOSS format. MOSS files were then converted to UNIX Arc Info and merged into this data set.
Data were then integrated with 1:24,000 scale land ownership data that were gathered from BLM Colorado field offices through out the state where available. Data set now is a mix of scale, tolerances, and vintage, ranging from 1994 to 2006, line work ranging from GCDB to 24K to 100K map scale/land grid source. Purpose:
To illustrate Land Ownership in Colorado in a digital form for map display and query.
Supplemental_Information:
Edge tie errors may exsist. These edge ties concerns can only be resolved by the respective land management agencies (primarily the Bureau of Land Management). Data entry staff at the National Ecology Research Center have exceeded standard digitizing expectations by contacting many outside sources in attempts to resolve discrepancies in the paper maps. There are areas where the digital data do not match the paper maps because of more accurate information obtained from outside sources. If you have any concerns about differences between the digital and paper maps contact the Bureau of Land Management, Colorado State Office.
Historical Note: Data edge tie errors were not resolved while inserting the (more accurate) 24K data into the (less accurate) 100K. However the data should display just fine and the polygon to label point distribution is correct. Be aware of the little offsets (in the arcs) between the field data (more accurate) and the complete statewide land ownership (less accurate) coverage polygons. You can identify these arcs by selecting the arcs that have no attributes associated with them in the .aat feature attribute table info file.
Historical Claiification Note (as of July 2006): Data set has now been through many updates and format changes. The editing/update version of the data is now maintained in ArcSDE/Informix database format. Once editing is complete for a particular update session the data is exported to shape file format and served to general users and the public in that manner. Lines and Polygons are maintained in a ArcGIS geodatabase format with topology rules and domains. Line work has feature level metadata attached to it so the user of the data can determine the source and accuracy of the boundaries. Data was snapped to BLMs statewide GCDB survey grid on or about Oct. 2005. Line work that have blank attribute values are assumed to be snapped to this vintage of GCDB. As update cycles continue Line work will have populated attribute values that indicate the source and accuracy if that boundary. GCDB survey lines move and may have not existed at the time of snapping. As GCDB improves through time and this land ownership layer is updated to reflect those changes, the data will be more accurate. Lastly while working with this data set it has come to our attention that other land types such as forest service boundaries, private land, state lands, etc. may be missing or misplaced. The BLM lands are the most accurate in this layer at this time but even those lands have some problems. Be sure to read the process steps to see where we are at in the update quality control process.

Original coverage were "lst100k" (see metadata on this coverage for process steps to this point). Editor for this coverage used BLM field office land ownership data and used the "erase" command with the "net" option in ArcInfo to create holes in the original data. Editor then used "mapjoin" with the "net" option to join the field office data to the statewide data. Editor then used the "dissolve" command with the "net" option to dissolve arcs between common attributed polygons.
Attribute schema had to be modified in the polygon table so land ownership attributes would have the same field names, field definitions, and attribute names.
Final coverage is a combination of many different BLM field office sources. The arc table were modified to maintain a feature base accuracy source attribute for each of the arcs in the final coverage.

Data converted from ArcInfo coverage to ArcSDE 8.3 Geodatabase. Domain values added for polygon data and arcs. Topology Rules set in the geodatabase and data was validated. Update editing continued in the SDE environment.
During the editing and update cycle the editor keeped track of the boundaries by attributing the arcs with line source/feature level metadata. Topology rules were set so if a polygon boundary moved the arc moved with it. Also during this update cycle the editor incorporated many state land board features on a statewide bases.

Data was froze during this time period, and handed over to a private contractor. The contarctor was tasked to conflate the data to BLM's Geographic Coordinate Data Base (GCDB). Because of the difficulty of maintaining topology movement between the arcs and the polygons the contractor did not maintain the feature level metadata for the arcs.
Contractor provided the data back to BLM Colorado with polygon topology only in the form on a personal geodatabase. Data was conflated to GCDB survey grid dated 20051130

Data is clean to this point with no topology errors and ready to move data back into a SDE geodatabase. Attribute values updated to reflect domain changes for CDOW State Lands. Editor found all values in the attribute table that had a value of CDW and switched those to Local/State, County, City; Wildlife, Park, and Outdoor Recreation Areas. In some cases polygons were adjusted to reflect geometery changes recieved from The State Land Board. These mostly occurred in the NW part of the State.
Be aware at the time of this posting in this process step that a statewide update of State/LOCAL Lands has not been completed and it is the feeling of this editor that there are lots of changes to geometry for these state lands classifications.
