On 6/30/2001 Citizens
Communications, Inc. purchased Global Crossing's incumbent local exchange
companies (Frontier Companies). However, Citizens Communications, Inc. kept
the original Citizens Companies and the Frontier Companies under separate
holding companies: Citizens Communications (CTTC)
and Citizens Communications - Frontier Companies (RTTC). On
March 8, 2007 Citizens Communications, Inc. completed the acquisition
of Commonwealth Telephone Enterprises, Inc. which included Commonwealth Telephone
(CWTC), an average schedule (non price cap)
company. Currently, Commonwealth Telephone is above the revenue threshold,
and must file ARMIS reports 43-01 and 43-08.
Of the remaining
companies, all but Citizens Telecommunications Company of New York (CTNY),
Citizens Telecommunications Company of California (CTCC),
and Rochester Telephone (RTTC) are currently below
the revenue threshold requirement for filing ARMIS reports. However,
with the exception of Commonwealth Telephone, the ARMIS Service Quality Report
(43-05) must be filed at the study area level for all study areas and must
be filed at the holding company level for Citizens Communications (CTTC)
and Citizens Communications - Frontier Companies (RTTC), since Citizens Utility Company
(predecessor to Citizens Communications, Inc.) became an elective price cap
company in 1997.
