Who May Apply (specifically): Only state education agencies (SEAs) in three affected states (Alabama, Louisiana, and Mississippi) are eligible to receive funds, which in turn will provide funds to local education agencies (LEAs) that serve public elementary and secondary schools in an area in which a major disaster area was declared as a result of Hurricane Katrina or Hurricane Rita.
