From Virginia; high school and business college education.
Worked as a railroad trainman; active in and rose to vice president of the
Brotherhood of Railroad Trainmen; edited the union's magazine.
Appointed by Herbert Hoover. Worked to cope with the
catastrophe of the Great Depression. In collaboration with his predecessor,
then-Senator Davis, worked for the passage of the Davis-Bacon Act to require
that workers on federal construction projects be paid the prevailing wage for
the area.
