Amendment No. 5
The purpose of this amendment is to delete in Section L, Paragraph L.24.2 regarding the use of voluntary down-select process; to revise the format for the oral presentations in Section L, Paragraph L.25.1 and to add to M.2.2.2, that the Government reserves the right to conduct discussions as defined in the FAR at the technical area level.

Revision of Paragraph to add that the Government reserves the right to conduct discussions, as defined in the FAR, at the technical area level.

M.2.2.1 DISCUSSIONS
The Government intends to award contracts based on initial offers received without discussion of such offers. Accordingly, it is strongly suggested that each initial offer should be submitted on the most favorable price and technical terms that the offeror can submit to the Government. The Government does reserve the right to conduct discussions with the Offerors. The discussions may include all aspects of the proposal. At any point in the evaluation process the Government may communicate with Offerors.
