Employees who are faced with separation due to a reduction-in-force (RIF) are eligible for placement assistance through a number of bureau and Office of Personnel Management (OPM) programs.

Agency Career Transition Plan (CTAP) For Local Surplus and Displaced Employees: The CTAP provides career transition services to assist employees affected by RIF and gives special priority to agency surplus and displaced competitive service employees who apply for vacancies in the local commuting area.

Interagency Career Transition Assistance (ICTAP): The ICTAP provides special selection priority to displaced employees of other federal agencies who apply for vacancies in the same local commuting area.

Reemployment Priority List (RPL): Following RIF separation, employees in Tenure Groups I and II who have not declined assignment to a valid position, may voluntarily be added to the RPL. This list provides consideration for all vacancies for which they qualify at Department of Defense
activities in the commuting area.
