What
if I don't agree with the review?
If you are concerned about the review of your application, the Program
Director will discuss your concerns with you and may recommend revising the application and addressing the points raised in the review. Less frequently, you may decide to completely redesign the proposed research and submit a new application.
A difference of scientific opinion is not grounds for an appeal. Other options may be discussed if you still have concerns about procedural (not scientific) aspects of the review. You may submit a formal letter of appeal to the Program Director specifying the perceived flaws in the review of your proposal. You may find more information at NHLBI Appeals Procedures for Applicants or in the NIH Guide, Appeals of Initial Scientific Peer Review.
