Dear Mt. Wilson FM Broadcasters:

This letter is in reference to your May 21, 1999 construction permit application, in which you seek authority to change transmitter site and to change city of license from San Raphael to Piedmont - San Rafael, CA.

A change in the community of license is a major change, as defined by 47 CFR 73.3571(a)(1).  See  Streamlining of Technical Rules,  14 FCC Rcd 5272, 5278 (1999) at paragraph 9.  At the present time, 
major change applications are not being accepted for filing.   See Competitive Bidding for Commercial Broadcast and Instructional Fixed Television Service (NPRM), 12 FCC Rcd 22363, 22409 (1997) at paragraph 111.  Consequently, your major change application  IS HEREBY RETURNED.

Please be aware that KJQI could incorporate Piedmont into its station identification without actually being licensed to that community.  The community of license (San Rafael) must be mentioned first in any multiple community station identification.  See  47 CFR 73.1201(b)(2).
