SEX OFFENDER WHO FAILED TO REGISTER IN KANSAS SENTENCED TO FEDERAL PRISON


KANSAS CITY, KAN. – Norman Edward Elmer, 59, Leavenworth, Kan., has been sentenced to 18 months in federal prison for failing to register as a sex offender as required by federal law, Acting U.S. Attorney Marietta Parker said today.

In November 2008, Elmer pleaded guilty to one count of failing to register as a sex offender when he moved to Kansas. In his plea, Elmer admitted that in October 1981 he was convicted in Yolo County Superior Court in California on a charge of forcible oral copulation. As a result of that conviction, he is required under federal law to register as a sex offender. In March 2007 he filled out a sex offender registration form saying he lived at 1217 Gray Avenue in Utica, New York.

On Jan. 2, 2008, he was issued a Kansas driver’s license saying he lived at 101 S. 4th Street, Building 160, Leavenworth, Kan. At that time, he had been residing in Leavenworth for about a month. He did not notify New York authorities that he intended to change his address and he didn’t register as a sex offender with authorities in Kansas.
