V. Primary Delegations of Authority

The Secretary has delegated the following authorities to the Assistant Secretary for Vocational and Adult Education subject to certain reservations:

A. Section 206 of the Department of Education Organization Act (20 U.S.C. 3416) Unified Approach to Rural Education and Rural Family Education through the Center for Rural Education
B. Section 70904, 70905(c), and 70909 of the Federal Charter to the Future Farmers of America (Public Law 105-225) (36 U.S.C. 70904, 70905(c), and 70909) Duties of the Secretary of Education with respect to the Future Farmers of America
C. Carl D. Perkins Vocational and Technical Education Act of 1998 (Public Law 105-332) (20 U.S.C. 2301 et seq.) Carl D. Perkins Vocational and Technical Education Act
D. Adult Education and Family Literacy Act, Title II of the Workforce Investment Act of 1998, with the exception of section 242 (Public Law 105-220) (20 U.S.C. 9201 et seq.) Adult Education and Family Literacy Act, with the exception of provisions authorizing the National Institute for Literacy
E. Section 501 of the Workforce Investment Act of 1998 (Public Law 105-220) (20 U.S.C. 9271) Responsibilities of the Secretary with respect to the approval of programs authorized by Title I of the Carl D. Perkins Vocational and Technical Education Act and Title II of the Workforce Investment Act (Adult Education and Family Literacy Act) in unified plans
F. Section 502 of the Workforce Investment Act of 1998 (Public Law 105-220) (20 U.S.C. 9272) Definitions of indicators and levels of performance established by Title II of the Workforce Investment Act (Adult Education and Family Literacy Act)
G. Section 503 of the Workforce Investment Act of 1998 (Public Law 105-220) (20 U.S.C. 9273) Responsibilities of the Secretary with respect to the approval of incentive grants as related to Title I of the Carl D. Perkins Vocational and Technical Education Act and Title II of the Workforce Investment Act (Adult Education and Family Literacy Act)
H. Title V, Part D, Subpart 11 of the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001 (20 U.S.C. 7263 et seq.) Community Technology Centers
I. Section 202(i) of the Department of Education Organization Act (20 U.S.C. 3412(i)) Coordination with respect to the Liaison for Community and Junior Colleges
J. Sections 214 of the Appalachian Regional Development Act of 1965, as amended by Pub.L.105-178, Supplements to Federal Grant-in-Aid Programs (Carl D. Perkins Vocational and Technical Education Act of 1998). (40 U.S.C. 14507) Responsibilities to approve and/or administer Supplements to Federal Grant-in-Aid Programs as related to Title I of the Carl D. Perkins Vocational and Technical Education

The Secretary has also delegated to all Principal Officers certain administrative authorities subject to certain reservations.
