V. Primary Delegations of Authority
The Secretary has delegated the following authorities to the Assistant Deputy Secretary for Safe and Drug-Free Schools subject to certain reservations:
Under the Elementary and Secondary Education Act of 1965, as amended (ESEA),and the Higher Education Act of 1965:

| Title IV, Part C of the ESEA | Environmental Tobacco Smoke (Pro-Children Act) |
| Title V, Part D, Subpart 2 of the ESEA | Elementary and Secondary School Counseling Programs |
| Title V, Part D, Subpart 3 of the ESEA | Character Education |
| Title V, Part D, Subpart 10 of the ESEA | Physical Education |
| Title X, Sec. 9532 of the ESEA | Unsafe School Choice |

The Secretary has also delegated to Principal Officers certain administrative authorities subject to certain reservations.
