Dear Quyen:
	I am writing to follow up on your letter of October 26, 1999.  Because our initial meeting was delayed due to various scheduling conflicts as discussed with your staff, AT&T is unable to complete the written submission referenced in your letter before November 24, 1999.  Accordingly, we expect to submit that document to you on that date.
	Please let me know if there are any problems with this timetable.
