Industry Numbering Committee, a standing committee of the Alliance for Telecommunications Industry Solutions (ATIS) that provides an open forum to address and resolve industry-wide issues associated with planning, administration, allocation, assignment and use of the North American Numbering Plan (NANP) numbering resources within the NANP area.
Industry Numbering Committee (INC)

INC guidelines and recommendations are used by the NANP Administration and the Canadian Radio-Television and Telecommunications Commission (CRTC) in the management of numbering resources.

INC guidelines and recommendations are used by both the North American Numbering Plan Administration (NANPA) and the Number Pool Administration (PA) in the management of numbering resources.

Active INC subcommittees currently include:

    Blue Bullet Carrier Identification Code (CIC) Subcommittee: Manages issues related to CICs and/or the CIC Assignment Guidelines, which provide direction to CIC applicants, CIC holders, and to the North American Numbering Plan Administration (NANPA).

    Blue Bullet Central Office Code (CO/NXX) Subcommittee: Addresses issues related to the assignment and administration of Central Office Codes (NXXs).

    Blue Bullet Document Management/Maintenance (DMM) Subcommittee: Modifies, changes and upgrades existing INC documentation.

    Blue Bullet Local Number Portability Administration (LNPA) Subcommittee: Seeks to resolve local number portability administration and numbering issues which initially included the assignment and administration of Location Routing Numbers (LRN) and number pooling in a portability environment.

    Blue Bullet Numbering Plan Area (NPA) Subcommittee: Addresses issues relating to the allocation, use and reclamation of area codes, or Numbering Plan Areas (NPAs).

    Blue Bullet Voice Over Internet Protocol (VoIP) Subcommittee: Addresses potential numbering issues arising from the integration of PSTN and Internet Protocol (IP) networks with respect to VoIP telephone calls.
