 Dear  Ms.  Salas: 
 I  am  writing  in  opposition  to  the  imposition  of  video  description  as  a  federal 
 mandate.  While  descriptive  video  can  be  useful  and  enjoyable,  it  is  in  no  way 
 essential  for  access  to  television  by  persons  who  are  blind,  and  it  should  not 
 be  viewed  in  the  same  way  as  closed  captioning  for  the  deaf.  As  a  blind  person 
 myself,  I  am  much  more  concerned  about  gaining  access  to  the  silent  emergency 
 messages  which  often  scroll  by  on  the  bottom  of  a  TV  screen. 


 Please  give  careful  consideration  to  the  comment  submitted  on  this  matter  by  the 
 National  Federation  of  the  Blind.  That  comment  sets  forth  the  issues 
 surrounding  video  description  in  a  manner  that  is  sensible  and  practical.
