A standing committee of the ATIS Board of Directors, the Technology and Operations (TOPS) Council identifies the industry’s most pressing technical and operational priorities, and coordinates standardization efforts across the industry to produce interoperable, implementable, end-to-end solutions. The TOPS Council is chaired by Qwest CTO, Pieter Poll.

To support its efforts, the Council establishes focus groups, exploratory groups and task forces to address each of the "most critical" priorities as identified. These groups are led by members of the ATIS Board of Directors to examine the priority issues, set milestones, define needed deliverables and standards requirements, and develop a written work-plan that will guide ATIS’ coordination of the priority standards work. Additionally, the Council oversees the progress toward completion of the work plans, as ATIS and other standards organizations execute the necessary standards work.

The Inter-Carrier VoIP Call Routing Focus Group (IVCR-FG) has completed its assessment of issues associated with call routing for inter-provider VoIP interconnection. The report includes a generic architecture reference model to depict both single and multiple routing databases as well as multiple federations; an analysis of interworking call routing scenarios to identify where existing standards do not meet the requirements for successful interconnection and routing; and an evaluation of functional areas that affect interconnection.

An Inter-Carrier Interconnection Workshop was held June 2008 to further advance the work of the IVCR-FG.

To address the priority areas of Next Generation Carrier Interconnect (NG-CI) , a workshop was held in February 2008 to facilitate the development of a work plan to identify the short and long-term actions needed for NG-CI standards. Workshop participants considered current work occurring in the ATIS Committees and other SDO’s, the work of the ATIS IVCR Focus Group, and also current carrier implementation experience.

The Next Generation Carrier Interconnect Workshop materials can be accessed by ATIS members at the Workshop website. ATIS members may also download the NG-CI Roadmap 2008-2010.

The TOPS Council continues its address of NG-CI with an Ad-Hoc Group on Longer Term Items. Appointed participants may access the Longer Term Items website.

The Exploratory Group on Convergence (EGC) has completed its assessment of wireless/wireline convergence in August 2007. The EGC Report and Recomendations defines convergence and its attributes and to assess the landscape of convergence for standards development, provides use case scenarios, requirements, current architecture assessment and framework, and recomendations to the TOPS Council.

In November 2007 ATIS held a Convergence Workshop to further define actions arising out of the EGC Report with SME's and Committee Leaders.


The IPv6 Readiness Plan Study Group has completed its initiative to develop a readiness plan for IPv6 transition. This plan provides the industry a means by which to gauge their needs and progress for IPv6 transition. The ATIS Readiness Plan for IPv6 Transition, June 2008 is available to the public.
