U.S. Secretary of Education Rod Paige today announced that Marina Tse has been appointed deputy director of the Office of English Language Acquisition (OELA). The office helps school districts meet their responsibilities to provide equal education opportunities for limited-English-proficient children.

As deputy director, Tse will assist the director in communicating information about high- quality instructional programs and services relating to bilingual education to state and local education agencies, elected officials and key constituency groups.

Before joining the Department of Education, she worked as a special education instructor for the Duarte Unified School District in Duarte, Calif. She has taught English-as-a-second-language for 16 years to recently immigrated adults for the Los Angeles Unified School District.

In addition, Tse is a former member of the California State Board of Education and the California State Rehabilitation Council and has served as a member and program chair of the California State Special Education Advisory Commission where she initiated a study of minority and bilingual student overrepresentation in special education as a result of language and cultural barriers.

Tse received a bachelor of arts degree from California State University, Los Angeles and a master of science from the University of Southern California.
