U.S. Secretary of Education Rod Paige today announced that Bill Lucia will serve as deputy assistant secretary for regional services in the department's Office of Intergovernmental and Interagency Affairs.

When he begins work in July, Lucia will be the principal staff officer responsible for national policy, administrative and educational service matters that involve the 10 regional offices of the Department of Education. Lucia will oversee the performance and implementation of department programs and the fulfillment of President Bush's and Secretary Paige's policy priorities in each of the regional offices.

Prior to joining the Department of Education, Lucia, a native of California, worked as chief of staff and education consultant to State Senator Charles Poochigian, chairman of the Republican Caucus. Lucia has served as executive director of the California State Board of Education and in a number of consulting positions within the California State Legislature, including the California Assembly Education Committee, California Legislative Analyst's Office and California State Department of Finance.

Lucia earned an undergraduate degree from the University of California, Santa Barbara, and a master's in economics from the University of California, Davis.

Earlier this week, President Bush announced his intent to nominate Laurie Rich as the assistant secretary for the Office of Intergovernmental and Interagency Affairs.
