Paige Announces Grants to Promote Reforms in Higher Education

U.S. Secretary of Education Rod Paige today announced the award of $16.8 million for 77 new grants to colleges, universities and organizations nationwide to explore ways to provide more students with access to quality higher education, through improved curricula, teaching or administration.

"These grants," said Paige, "allow colleges to share research and successful best practices that can provide innovative ways to address issues common throughout higher education, such as improving student access and retention, enhancing faculty development, and reducing administrative costs while improving the quality of instruction."

The awards were made through the Comprehensive Grant Program, administered by the Education Department's Fund for the Improvement in Postsecondary Education (FIPSE).

Examples of the projects funded include:

City College of San Francisco. The grant will support at-risk students from urban high schools and community colleges and enable them to transfer 60 credits toward a bachelors' degree at any participating historically or predominantly black college or university, Hispanic-serving institution, or tribal college. The initiative will bring together existing student information on coursework and credits; prepare transfer agreements; and provide pre-enrollment information, student records, registration, student orientation, academic counseling; and advising, housing and financial aid services — all via the Internet.

Council on Occupational Education in Atlanta. The grant will allow this organization to work with postsecondary education workforce agencies in Florida, Georgia, Kentucky, Louisiana and Tennessee to develop a set of common benchmarks and a common report card to compare student and school performance data on six indicators: graduate/completer percentages; placement percentages; licensure examination pass rate percentages; current student satisfaction percentages; graduate/completer satisfaction percentages; and employer satisfaction percentages. Other states having workforce education systems will be invited to participate in testing the experimental report card after it is developed and assessed.

Rochester Institute of Technology. The grant will support development of a Web-based resource to provide high school and college students who have hearing impairments with targeted instruction in mathematics and word problem solving skills. Through virtual mentoring, these students—who often have reading deficits—can learn math through graphics, numbers and symbols as alternate ways to conceptualize math problems.

The grant program is open to nonprofit colleges, universities, and organizations and may provide up to three years of funding, with grants ranging from $150,000 to $600,000 over a three-year period.

FIPSE grants are focused on two areas: improving the quality of postsecondary education and improving access to postsecondary education for all Americans. Through the grant competitions, FIPSE supports innovative reforms, evaluates how well they work, and shares the lessons learned with the national education community.
