African Development Foundation

ADF is an independent federal agency established by the Congress to respond directly to the needs and solutions identified at the local level with resources that promote economic development in marginalized communities across Africa. ADF funds 100 percent African-owned businesses and community based organizations.

PERFORMING
Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The Foundation has demonstrated its ability to grow African businesses, increasing sustainability and profitability while stimulating economic growth and job creation in some of the poorest communities in the world. From 2002 to 2007, revenue growth for assisted enterprises increased from $10.4 to $56.8 million, and the return on each invested dollar increased significantly.
  • The Foundation continues to refine and improve its business model, and has generated increased support from partners, most notably African governments. Partnership contributions given by these governments and other organizations have increased from 8% of grant funding in 2002 to 23% in 2007.
  • Continuing a focus on performance measurement and conducting independent evaluations will provide further insight into Foundation performance for managers, stakeholders, and partners.

We are taking the following actions to improve the performance of the program:

  • Conducting a limited number of independent evaluations of grantees in FY 2006 and using the results to make improvements across all projects.
  • Ensuring that administrative expenses remain low while continuing to make enhancements to program capabilities.
