Adolescent Family Life Program

The AFL program provides grants to public and nonprofit organizations to: 1) develop and evaluate programs to encourage adolescents to postpone sexual activity; 2) develop and evaluate programs with pregnant and parenting teens to mitigate the effects of too-early-childbearing; and 3) support related research.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program has adopted a strategic plan and as a result, the mission, vision, and philosophy of practice statements were created. These have been published as part of various AFL print materials for grantees and partners and are accessible to the public on the AFL website.
  • The program has standardized annual grantee reporting which has greatly improved its grants management function.
  • The abstinence grants are similar to those awarded by the Community Based Abstinence Education program in purpose, methods, and targeted beneficiaries. The program is still working on formalizing procedures to mitigate redundancy of efforts and better facilitate coordination.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Re-assessing current performance measures and proposing changes to measures and data collection methods that can more accurately gauge the effectiveness of the AFL program.
  • Formalizing the coordination function to enhance resource planning and allocation between AFL and the Community Based Abstinence Education program to reduce redundancy between the two programs.
  • Disseminating AFL grantee results to the public in a transparent and accessible manner.
