Javits Fellowships
The purpose of this program is to recognize and support students of superior ability and high financial need who are pursuing graduate degrees in the arts, humanities, and social sciences at an institution of higher education. Panels of experts appointed by the Javits Fellowship Board select the fellowship recipients.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
- Initial performance data suggest that the Javits Fellowships program has met its initial annual targets, but more data are needed to fully assess overall program performance. These data show that the program has achieved its initial performance targets for the graduation rates and average time-to-degree completion for Javits fellows.
- No evaluations of the Javits Fellowships program have been conducted, although the Department of Education (ED) is currently implementing a comprehensive study of all of ED's graduate fellowship programs that will include this program.
- ED has not yet established targets for this program's efficiency measure.

We are taking the following actions to improve the performance of the program:
- Completing a study of ED's graduate fellowship programs and utilizing the results to validate program performance measures and improve program performance.
- Establishing targets for the new efficiency measure.
- Developing and implementing a strategy for making program performance data accessible to the public in a transparent way.
