Strategic Petroleum Reserve

This program enhances the Nation's energy security by storing 700 million barrels of crude oil. This oil can be released if a petroleum supply interruption occurs. It helps meet the Nation's obligations under the international energy program to hold emergency petroleum stocks equivalent to 90 days of net imports.

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The Strategic Petroleum Reserve is well designed. Drawdown and distribution of oil can begin within 13 days of Presidential notification. Readiness is assured through periodic assessments, training, tests, and exercises.
  • The program has a clear mission. By maintaining a ready supply of oil, the U.S. is less vulnerable to short term oil supply disruptions.
  • The program makes a unique contribution in providing an emergency oil supply inventory. The private sector has no incentive to incur costs for holding adequate additional supplies to guard against supply disruptions, since potential public benefits would not solely accrue to the industry.
