EPA Pesticide Enforcement Grant Program

The purpose of this program is to help states enforce pesticide laws. The state programs vary, but usually include besides enforcement, elements for training, certification, and review of pesticide applicators' credentials and practices. These grants fund inspection and enforcement elements.

NOT PERFORMING
Ineffective

Programs receiving this rating are not using your tax dollars effectively. Ineffective programs have been unable to achieve results due to a lack of clarity regarding the program's purpose or goals, poor management, or some other significant weakness.
  • States do not collect sufficient outcome measures to assess the program's effectivenss.
  • EPA's oversight of grant performance focuses only on reviewing output measures collected by States (numbers of inspections and investigations) and the State's financial management of its grant funds. The oversight does not evaluate whether the State is using its funds in the most effective way.
  • The higher the percentage of EPA funding for a State's total program, the higher the average cost of conducting enforcement actions, which suggests an ineffective use of Federal funds.

We are taking the following actions to improve the performance of the program:

  • Working with the States to develop outcome oriented performance measures that can be assessed by comparison of targets against a baseline.
  • Evaluating why cost effectiveness appears to decrease as the amount of Federal funds invested increases.
