Overview

Through the Alliance, OSHA and SkillsUSA are working together to provide career and technical educators and their students with materials, guidance, and access to training resources that will help improve the occupational safety and health of young workers.

In addition to these formal meetings, the OOSA and SkillsUSA staff maintained regular contact throughout the reporting period to monitor the Alliance's progress and results.

    Outreach and Communication Goals


    • Work with OSHA to provide expertise in developing information for young workers on workplace hazard recognition and prevention and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, on-line forums, lesson plans, electronic assistance tools and OSHA's and SkillsUSA's web sites) to educators, employers and young workers.

    OSHA continues to update the OSHA and SkillsUSA Alliance Web page on the Agency's Web site. The Web page includes links to the OSHA and SkillsUSA Alliance agreement, news releases, activities and events, products and resources, and milestones and successes. In addition, the page includes a link to the SkillsUSA and OSHA Alliance Web page on the organization's Web site. For information on the number of visits to the OSHA and SkillsUSA Alliance Web page, please see the Alliance Program Reach table.

    SkillsUSA continues to update the SkillsUSA and OSHA Alliance Web page on the organization's Web site with information on the Alliance including links to the OSHA and SkillsUSA Alliance agreement, activities and events, and milestones and successes. The page also includes links to OSHA's Teen Worker Safety and Health Topics page, and the 2007 Teen Summer Job Safety Campaign Web page and the 2007 North American Occupational Safety and Health (NAOSH) Week Web page on the American Society of Safety Engineers (ASSE) Web site. ASSE, another Alliance Program participant, is the sponsor of the Week.

    • Work with OSHA to provide expertise in SkillsUSA review of the SkillsUSA Championships Technical Standards.

    SkillsUSA Championship Technical Standards


    Through the Alliance, OSHA reviewed and provided comments on the SkillsUSA Championship Technical Standards that are used by judges during the annual SkillsUSA Championships. The SkillsUSA Championship is a student skill and leadership and hands on competition in which more than 4,700 students compete in several contests, including trade, industrial, technical, health occupations, customer service, and leadership.

    SkillsUSA Professional Development Program

    Through the Alliance, OSHA reviewed and provided comments on the SkillsUSA's Professional Development Program (PDP). The Program guides students through 84 employability skills activities. The activities help meet the competencies outlined by the U.S. Secretary of Labor's Commission on Achieving Necessary Skills (SCANS).

    • Speak, exhibit, or appear at OSHA's and SkillsUSA's conferences state and chapter events, such as the Federal Network for Young Worker Safety and Health and the SkillsUSA National Leadership and Skills Conference and SkillsUSA Championships.

    SkillsUSA 2007 National Leadership & Skills Conference and TECHSPO, June 26-29, 2007, Kansas City, Missouri


    On June 28, 2007, Assistant Secretary, Edwin G. Foulke Jr., USDOL-OSHA, gave a presentation, "OSHA Update and the OSHA and SkillsUSA Alliance," during SkillsUSA's VIP Breakfast that was held during the conference.

    In addition, Robert Nester, Health Scientist, Office of Occupational Health Nursing, DSTM, USDOL-OSHA, participated in the conference's SkillsUSA Competition as a judge for the Health Science competitions.

    Also, Veneta Chatmon, Office of Communications, USDOL-OSHA and OSHA representatives from Region VII staffed the OSHA exhibit during the conference. OSHA's staff distributed the OSHA and SkillsUSA Alliance Activities Summary and OSHA's young worker and safety and health publications to students and SkillsUSA instructors.

    • Work with other Alliance Program participants on specific issues and projects regarding young workers issues that are addressed and developed through the Alliance Program.

    OSHA Teen Summer Job Safety Campaign Kick-off, April 17, 2007, Thomas Edison High School of Technology, Silver Spring, Maryland


    On April 17, 2007, SkillsUSA student members from Thomas Edison High School of Technology demonstrated safe work practices for the construction industry during OSHA's Teen Summer Job Safety Campaign Kick-off event at Thomas Edison High School of Technology in Silver Spring, Maryland. OSHA's Teen Summer Job Safety Campaign is a multi-year project to increase awareness about workplace hazards and provide information about the hazards to young workers and their parents. In addition, Edwin G. Foulke, Jr., Assistant Secretary, USDOL-OSHA and Tim Lawrence, Executive Director, SkillsUSA spoke during the event.

    North American Occupational Safety and Health (NAOSH) Week, May 6-12, 2007

    SkillsUSA supported and promoted 2007 NAOSH Week, which was held May 6-12, 2007. NAOSH Week is sponsored by the ASSE, another Alliance Program participant, and the Canadian Society of Safety Engineering (CSSE). SkillsUSA students and advisors also attended the Week's kick-off event that included remarks by Edwin G. Foulke, Jr., Assistant Secretary, USDOL-OSHA and representatives from ASSE and CSSE.

    • Encourage SkillsUSA to build relationships with OSHA's Regional and Area Offices and other Career Technical Student Organizations to address young worker safety and health issues.

    SkillsUSA posted contact information for OSHA's Regional Offices on the SkillsUSA and OSHA Alliance Web page on the organization's Web site for SkillsUSA instructors to use to invite an Agency representative to give a presentation, provide training, or staff an exhibit at a local or area conference.

    Promoting the National Dialogue in Safety and Health Goals:

    • Convene or participate in forums, round table discussions, or stakeholder meetings on young worker safety and health issues to help forge innovative solutions in the workplace.

      The OSHA and SkillsUSA Alliance Implementation Team has not started work on programs or projects to address this goal.
  2. Executive Summary

    During the second year of the Alliance, OSHA and SkillsUSA continued to provide career and technical educators, and their students with materials, guidance, and access to training resources that address the occupational safety and health of young workers. For example:

    • OSHA maintains and updates the OSHA and SkillsUSA Alliance Web page on the Agency's Web site. The page includes the OSHA and SkillsUSA Alliance agreement, OSHA and SkillsUSA news releases, activities and events, products and resources, and milestones and successes. SkillsUSA also maintains and updates the SkillsUSA and OSHA Alliance Web page on the organization's Web site with young worker safety and health information including a link to OSHA's Teen Worker Safety and Health Topics page.
       
    • On June 28, 2007, Assistant Secretary, Edwin G. Foulke, Jr., USDOL-OSHA, gave a presentation, "OSHA Update and the OSHA and SkillsUSA Alliance," during SkillsUSA's VIP Breakfast at the SkillsUSA 2007 National Leadership & Skills Conference.

    • SkillsUSA promoted and supported the 2007 North American Occupational Safety and Health (NAOSH) Week, May 6 - 12, 2007.
    Finally, OSHA and SkillsUSA agreed to renew the Alliance and the agreement will be signed December 18, 2007.

IV. Upcoming Milestones

As a result of the successes achieved in the first two years of the Alliance, OSHA and SkillsUSA will renew the Alliance agreement in December 2007. Through the renewal, OSHA and SkillsUSA will continue to work together on projects and activities to support the goals of the Alliance. For example, OSHA will continue to maintain and update the OSHA and SkillsUSA Alliance Web page on the Agency's Web site and the SkillsUSA and OSHA Alliance Web page on the organization's Web site with safety and health resources. In addition, SkillsUSA plans to promote OSHA's compliance assistance materials and cooperative programs through various resources such as its Alliance Program Web page and its publications; SkillsUSA Connections and Executive Perspectives.

Through the Alliance, OSHA and SkillsUSA will share young worker safety and health information at the National Leadership & Skills Conference and TECHSPO, June 24-27, 2008, in Kansas City, Missouri. OSHA representatives from Region VII and OSHA's National Office have been invited to speak and be judges during the SkillsUSA Championship Competitions. In addition, OSHA will exhibit during the TECHSPO and provide safety and health and youth related information to attendees.

The OSHA and SkillsUSA Alliance will also join with numerous other Alliance Program participants in supporting the 2008 NAOSH Week, May 4-10, 2008, which is sponsored by the ASSE. Finally, OSHA and SkillsUSA will continue to support OSHA's Teen Worker Initiative by posting youth-related safety and health information on the SkillsUSA and OSHA Alliance Web page on the organization's Web site. SkillsUSA will also participate in OSHA's 2008 Teen Summer Job Safety Campaign's Kick-off event.
