The Occupational Safety and Health Administration (OSHA), U. S. Department of Labor, Birmingham and
Mobile, Alabama, Area Offices; the Alabama and Mississippi Chapters of the American Society of
Safety Engineers (AL/MS - ASSE) – Region IV; the Alabama State Department of Education -
Career/Technical Education (ALSDE - C/TE), and the University of Alabama - Safe State Consultation
Program (Safe State) recognize the value of establishing a collaborative relationship to foster
safer and more healthful American workplaces. OSHA, AL/MS - ASSE, ALSDE - C/TE, and Safe State
hereby form an Alliance to provide career/technical education teachers, students, and others with
information, guidance, and access to training resources that will help them protect the health and
safety of career/technical education students and educators, particularly in reducing and preventing
youth workers exposure to the prevalent work hazards in the workplace and school laboratory
environment. In developing this Alliance, OSHA, AL/MS - ASSE, ALSDE C/TE, and Safe State recognize
that OSHA’s Consultation Project partners are an integral part of the OSHA national effort.
OSHA, AL/MS - ASSE, ALSDE C/TE, and Safe State will work together to achieve the following training
and education goals:
- Provide expertise in assisting in the development of training and education programs for
career/technical education students and educators regarding safety and health hazards in the
workplace and to provide expertise in communicating such information to students and educators.
- Assist and support effort to deliver or arrange for delivery of OSHA #500 (construction) and OSHA
#501 (general industry) train-the-trainer courses that certify trainers to conduct the OSHA 10-hour
and 30-hour courses at their respective schools.
- Provide assistance, as resources permit, to career/technical education instructors who are
conducting OSHA 10-hour courses by providing the 1-hour “Introduction to OSHA” segment. Each school
with an OSHA #500 (construction) and/or OSHA #501 (general industry) certified trainer will conduct
at least one 10-hour course for students each year.
- Develop and deliver workplace safety and health curriculum focusing on general industry- and
construction-related fields.
OSHA, AL/MS - ASSE, ALSDE C/TE, and Safe State will work together to achieve the
following outreach and communication goals:
- Work together to provide expertise in developing information on the recognition and prevention of
workplace hazards, and to provide expertise in developing ways of communicating such information to
career/technical education students and educators.
- Present, exhibit, or appear at career/technical education sponsored events, such as conferences,
professional development workshops, local meetings, or other events related to protecting the safety
and health of youth workers in Alabama.
- Share information among OSHA personnel, C/TE business and industry advisory committees, and
industry safety and health professionals regarding AL/MS - ASSE, ALSDE C/TE, and Safe State best
practices and publicize the results through outreach by OSHA, AL/MS - ASSE, ALSDE C/TE, and Safe
State and through OSHA, AL/MS - ASSE, ALSDE C/TE, and Safe State developed materials, training
programs, workshops, seminars and lectures (or any other applicable forum).
- Promote the Alliance and encourage other organizations to provide safety and health-related
support to the school systems. These organizations may include groups such as the American Society
of Safety Engineers, the National Safety Council, and Alabama Industrial Development Training (AIDT).
The Alliance provides parties an opportunity to participate in a voluntary cooperative relationship
with OSHA for purposes such as training and education, outreach and communication and promoting a
national dialogue on workplace safety and health. These Alliances have proved to be valuable tools
for both OSHA and its Alliance participants. By entering into this Alliance, OSHA, AL/MS - ASSE,
ALSDE C/TE, and Safe State are not endorsing any of the signatories’ products or services and are
not entering into this Alliance with the purpose of promoting a particular party’s products or
services. AL/MS - ASSE consists of the following chapters: Alabama, Mobile, Wiregrass, and Tennessee
Valley. Each chapter is an independent organization and its actions with regard to this Alliance are
not directed or in any way related to the national ASSE organization. Additionally, all education
activities will be conducted under the direction and authority of ALSDE C/TE, Safe State, or OSHA.
An implementation team made up of representatives of the organizations will meet to develop a plan
of action, determine working procedures, and identify the roles and responsibilities of the
participants. In addition, they will meet at least three times per year to track and share
information on activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for two years from the date of signing by the Governor and will
be automatically renewed annually. This agreement may be modified at any time with the concurrence
of all signatories and may be terminated for any reason within 30-day written notice to all other
signatories and their organizations that are represented from any signatory.
