The Occupational Safety and Health Administration (OSHA), and the Voluntary Protection Programs
Participants’ Association Region II Chapter (VPPPA Region II Chapter) recognize the value of
establishing a collaborative relationship to foster safer and more healthful American workplaces.
OSHA and the VPPPA Region II Chapter hereby form an Alliance to provide youth workers, immigrant
workers, including Hispanics, and others with information, guidance, and access to training
resources that will help them protect employees' safety and health, particularly in reducing and
preventing exposure to the most common hazards encountered in both construction and general industry
such as falls, electrical, struck-by/caught in between, amputations, and ergonomics and to hazardous
substances including silica and lead, and raise the participant’s awareness of the value that safety
and health management programs offer. In developing this Alliance, OSHA and the VPPPA Region II
Chapter recognize that OSHA's State Plan and Consultation Project partners are an integral part of
the OSHA national effort.
OSHA and the VPPPA Region II Chapter will work together to achieve the following training and
education goals:
- Encourage members of the VPPPA Region II Chapter who speak both English and Spanish to take the
OSHA Train-the-Trainer course(s) so they can teach the OSHA 10-hour and 30-hour Construction and
General Industry courses in Spanish.
- Work with OSHA to provide expertise to develop workplace safety and health curricula, in English,
Spanish, and other languages as deemed appropriate, on construction and general industry hazards,
such as falls, electrical, struck-by/caught in between, amputations, and ergonomics and to hazardous
substances including silica and lead.
OSHA and the VPPPA Region II Chapter will work together to achieve the following outreach and
communication goals:
- Deliver or arrange for the delivery of the OSHA 10 and 30-hour Construction and General Industry
courses to immigrant and youth workers, and others.
- Work with OSHA to provide expertise in developing information on the recognition and prevention of
workplace hazards encountered in both construction and general industry, and to provide expertise in
developing ways of communicating such information (e.g. print and electronic media, electronic
assistance tools, and links from OSHA and the VPPPA Region II Chapter Web sites).
- Speak, exhibit, or appear at OSHA's or the VPPPA Region II Chapter’s conferences, local meetings,
or other events, such as training classes conducted with other OSHA Strategic Partnership
participants, or OSHA periodic seminars that are targeted toward Hispanic or other ESOL and youth
worker groups including Day Laborers’ or Immigration Coalition meetings.
- Share information among OSHA personnel and industry safety and health professionals regarding
participants’ best practices or effective approaches and publicize results through outreach by the
VPPPA Region II Chapter and through OSHA or VPPPA - developed materials, training programs,
workshops, seminars, and lectures.
- Work with other Alliance participants on specific issues and projects on youth workers that are
addressed and developed through the Alliance Program.
- Work with local immigrant community organizations through OSHA’s Alliance participants as well as
other faith based organizations in an effort to enhance safety and health awareness within the
Hispanic and other immigrant communities.
OSHA and the VPPPA Region II Chapter will work together to achieve the following goals related to
promoting the national dialogue on workplace safety and health:
- Raise others' awareness of and demonstrate their own commitment to workplace safety and health
whenever the VPPPA and participant leaders address groups.
- Develop and disseminate case studies illustrating the business value of safety and health and
publicize their results.
- Convene or participate in forums, round table discussions, or stakeholder meetings on safety and
health program management to help forge innovative solutions to workplace hazards or to provide
input on emerging safety and health issues.
OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party's products or services.
An implementation team made up of representatives of all signatory organizations will meet to
develop a plan of action, determine working procedures, and identify the roles and responsibilities
of the participants. The implementation team will meet at least three times per year to track and
share information on activities and results in achieving the goals of the Alliance. At least two of
these meetings will be in person.
This agreement will remain in effect for two years. Any signatory may terminate it for any reason at
any time, provided they give 30 days written notice. This agreement may be modified at any time with
the concurrence of all signatories.
