The Occupational Safety and Health Administration (OSHA), the Building Trades Employers Association (BTEA) and the Building
and Construction Trades Council (BCTC) recognize the value of establishing a collaborative relationship to improve workplace
health and safety in the construction industry. OSHA, the BTEA and the BCTC hereby form an Alliance for the purpose of using
their collective expertise to help foster a culture of workplace safety and health in the construction industry. The
organizations will work to provide leadership and guidance to other associations, public agencies and authorities, and will
cooperatively address issues of concern related to safety and health within the metropolitan New York building and
construction industry, including fall prevention, electrical, struck by and caught-in-between hazards.
OSHA, BTEA and BCTC will work together to achieve the following training and education goals:
- Develop training and education programs on construction industry issues such as fall prevention, electrical hazards and
other issues to reduce fatalities and prevent hazards in the building and construction industry.
- Deliver or arrange for the delivery of OSHA 10-hour and 30-hour construction industry courses. OSHA, BTEA and BCTC will
pursue, where appropriate, opportunities to deliver additional construction safety courses in the future.
OSHA, BTEA and BCTC will work together to achieve the following outreach and communication goals:
- Develop and disseminate information through print and electronic media, including electronic assistance tools and links
from the OSHA, BTEA and BCTC Web sites.
- Speak, exhibit or appear at conferences, local meetings or other events such as OSHA, BTEA and BCTC safety seminars,
conferences, committee meetings and forums to share information and guidance on safety and health issues and OSHA's outreach
efforts related to the construction industry.
- Cross-train OSHA personnel and construction industry safety and health professionals in BTEA and BCTC best practices or
effective approaches, as jointly determined by OSHA, BTEA and BCTC.
- Encourage BTEA members to explore the possibility of participating in OSHA's cooperative programs, such as compliance
assistance, the Voluntary Protection Programs, Partnerships, Consultation and its Safety and Health Achievement Recognition
Program.
- Metropolitan New York OSHA Area offices will include BTEA and BCTC contact information and materials as part of their
construction safety resources provided during OSHA outreach efforts.
- Share information on construction worksite best practices, as jointly determined by OSHA, BTEA, and BCTC, with others in
the industry and publicize the results through outreach by BTEA and BCTC and through OSHA, BCTC and BTEA developed training
programs.
OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes
such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health.
These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance
OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose
of promoting a particular party's products or services.
An implementation team made up of representatives of both organizations will meet to develop a plan of action and identify
roles and responsibilities of the participants. In addition, they will meet as needed to discuss the Alliance and improve any
aspects of it.
This agreement will remain in effect for two years from the date of signing. Any signatory may terminate it for any reason at
any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all
signatories.
