The Occupational Safety and Health Administration (OSHA), The University of Texas at Arlington (UTA)
and The University of Texas System (UTS) recognize the value of establishing a collaborative
relationship to foster safer and more healthful workplaces. OSHA, UTA and UTS therefore agree to
form an Alliance to use their collective expertise to assist construction Contractors to foster a
culture of prevention by sharing best practices and technical knowledge.
OSHA, UTA and UTS agree to establish an Alliance to promote safe and healthful working conditions
for construction industry employees by:
- Providing contractors with information and guidance that will enhance their ability to protect
employees’ health and safety, with special focus on exposure to hazards with potential to cause
serious harm; e.g., falls, caught-in, struck-by and electrocution hazards or other significant
hazards frequently encountered.
- Increasing access to safety and health information and training resources.
OSHA, UTA and UTS expect to achieve the following training and education goals:
- Develop construction training and education programs focused on hazards likely to cause serious harm.
- Direct delivery or arrange for the delivery of construction safety courses.
- Develop workplace safety and health curricula germane to the education program and the policies of
OSHA, UTA and UTS.
OSHAUTA and UTS expect to achieve the following outreach and communication goals:
- Seek opportunities to jointly develop and disseminate information at conferences, events, or
through print and electronic media, including links from their respective Web sites.
- Seek opportunities to speak, exhibit, or appear at conferences, local meetings, or other events.
- Cross-train OSHA personnel and industry safety and health practitioners in UTA best practices
and/or effective approaches resulting from the program.
- Promote and encourage construction contractors’ participation in OSHA’s cooperative programs such
as compliance assistance, the Voluntary Protection Program, Consultation, and the Safety and Health
Achievement Recognition Program (SHARP). In addition, act as mentors to project work sites and
neighboring project work sites that aspire to excellence in safety and health.
OSHA, UTA and UTS expect to achieve the following goals related to promoting the
national dialogue on workplace safety and health:
- Increase awareness through speeches and appearances that demonstrate their collaborative approach
and combined commitment to workplace safety and health.
- Share information on best practices of UTA project work sites with others in the industry through
outreach by UTA and through OSHA- or UTA-developed training programs and materials. Promote
implementation through print or electronic media, promotion at conferences, or other means of
reaching out to the industry.
- Perform case studies and publicize results through print or electronic media, promotion at
conferences, or other means of reaching out to the industry.
- Convene or participate in forums and round table discussions on construction and contractor issues
and challenges to help forge innovative solutions to improve safety and health in the workplace.
An implementation team comprised of representatives from both organizations will meet to develop a
plan of action, determine working procedures, and identify the roles and responsibilities of the
participants. In addition, they will meet on a regular schedule to track and share information on
activities and results in achieving the goals of the Alliance. Team members will include
representatives of OSHA’s Fort Worth Area Office. OSHA will afford the opportunity for
representatives of the Occupational Safety and Health State Plan Association and the association of
state Consultation Projects to participate as well.
This agreement will remain in effect for one year from the date of signing and will automatically be
renewed annually thereafter. This agreement may be modified at any time with the concurrence of both
signatories and may be terminated for any reason with 30 days written notice from either signatory.
