The Pennsylvania Area Offices of the United States Department of Labor - Occupational Safety and
Health Administration (OSHA) and the Pennsylvania Department of Education, Bureau of Career and
Technical Education (CTE) recognize the value of establishing a collaborative relationship to foster
safer and more healthful American workplaces. OSHA and the Bureau of CTE hereby form an Alliance to
provide Career and Technical Centers and Vocational Technical Schools within the Commonwealth of
Pennsylvania with information, guidance, and access to training resources that will help them
enhance faculty and students (youth) health and safety education so as to reduce and prevent school
related injuries and illnesses today and to these future employees of American workplaces tomorrow.
In developing this Alliance, OSHA and the Bureau of CTE recognize that OSHA’s Consultation Project
partners are an integral part of the OSHA national effort.
OSHA and the Bureau of CTE will work together to achieve the following training and education goals:
- Work to provide the opportunity for all Career and Technical Centers and Vocational Technical
Schools to have authorized trainers/instructors within their faculty to provide workplace safety and
health training programs (OSHA 10 hour and/or OSHA 30 hour training) to the students attending these
career and technical/vocational trade institutions/schools, prior to entering the American
workforce.
- Encourage Career and Technical Centers and Vocational Technical School faculty to participate in
the other various OSHA Training Institute courses offered through the OSHA Institute an/or through
the numerous designated Educational Centers.
- Assist in the development of workplace safety and health curricula to be tailored for the many
trades within Career and Technical Centers and Vocational Technical Schools for those students
(youth) who are studying in the various trades including but not limited to: food preparation,
automotive and small engine repair, welding, electrical, carpentry, masonry, cosmetology, and
security.
OSHA and the Bureau of CTE will work together to achieve the following outreach and communication
goals:
- Develop and disseminate information through print and electronic media, including electronic
assistance tools and links from OSHA’s and the Bureau of CTE’s Web sites.
- Speak, exhibit, or appear at OSHA’s, Bureau of CTE conferences, local meetings, schools or other
organizations including but not limited to the Pennsylvania Association of Vocational Administrators
(PAVA) Regional and State-wide chapter events in order to raise awareness of occupational safety and
health and accident prevention for our youth.
- Deliver or arrange for the delivery of OSHA related presentations to address safety and health
issues and for youth entering the workforce.
- Share information on best practices, as jointly determined by OSHA and the Bureau of CTE, with
other career and technical schools within the Commonwealth of Pennsylvania’s educational system and
publicize the results through outreach by OSHA or the Bureau of CTE developed training programs and
materials.
- Encourage other career and technical schools within Pennsylvania to build relationships with
OSHA’s Regional and Area Offices to address health and safety issues, within their respective
schools and for the safety education of today’s youth and tomorrow’s workers.
OSHA and the Bureau of CTE will work together to achieve the following goals
related to promoting the national dialogue on workplace safety and health:
- Raise others’ awareness of and demonstrate their own commitment to workplace safety and health
whenever Bureau of CTE representatives and administrators address groups.
- Convene or participate in forums, round table discussions, or stakeholder meetings on safety and
health issues to help forge innovative solutions in the workplace or to provide input on safety and
health issues.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s products or services.
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine working procedures, and identify the roles and responsibilities of the
participants. In addition, they will meet at least three times per year to track and share
information on activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for two years. Either signatory may terminate it for any reason
at any time, provided they give 30 days written notice. This agreement may be modified at any time
with the concurrence of all signatories.
